Narset + Windfall Question

When you cast Windfall with Narset, Parter of Veils on the board under your control, does this make each opponent draw one card since we can assume they haven't drawn any other cards this turn?

As long as they have not drawn any other cards, and someone did discard at least 1 card, yes each opponent will discard their hand and draw one card.
