I'm gonna test it out tonight. I think it's the best version I could make using my collection (Some cards are already in other decks, so if avoidable I would like to keep them in there). Small doubts on some cards though. Maybe its better to put Tormod's Crypt in, so that I can draw or get the creatures back that I sacrificed, but I don't know what to take out. And Maybe 40 lands is a bit much, online I read a lot of people have 38, some ramp decks even 34-36. But some of my ramp is about playing extra land from my hand, so not sure. Also I wouldn't know what to change.
Also my best card draw instants and sorcery's are in my Jace, Wielder of Mysteries deck. But I think with cards like Narset, Parter of Veils , Elder Gargaroth and Beast Whisperer and such in the deck that it will work out.

Changed my sideboard up a bit. Added a couple more islands against decks that have BloodMoon. It also just helps fix my mana for cards like Archmage's Charm.
Added a couple more Blast Zones. I played against amulet titan. The lands are very good at killing Amulet of Vigor. I'm also keeping Field of Ruin, again because deck's like amulet titan contain many special lands. It also can destroy other cheap cards in other decks, such as Ragavan, Nimble Pilferer.
Subtlety is a response to more creature heavy decks and can replace Force of Negation. Subtlety is good, but it offers several problems in the main deck: for one, it cannot be recast with Snapcaster Mage, for another, it does not deal with a threat permanently. Lastly, it cannot be searched up by cards like Narset, Parter of Veils. The upside of course is that it deals with early threats and has a significant body for dealing damage. Better in the sideboard for this deck, at least for now.
I am still a few cards short. I am happy to receive suggestions. I feel like my deck is pretty good against aggro decks for the time being. It is mostly fast combo decks that can be difficult to deal with.

Minor changes. Added Thing in the Ice Flip back into the deck. Works well as an early blocker and can act as a finisher all on it's own. Combos will with Snapcaster Mage, Narset, Parter of Veils, and Day's Undoing. Having multiples might seem iffy, but it gets better when you can sacrifice one to Force of Negation. Plus, it will become a major target for kill spells once on the board. Nice to have a few lying around.
Because I have added Thing in the Ice Flip I am considering removing Riptide Laboratory. It's a fun land, but I need to make sure I have enough blue at all times to cast spells like Archmage's Charm.
I also upped the Sea Gate Restoration Flip count to 4. That way I can now more easily stabilize with lands. Narset, Parter of Veils can search them up off the top of the deck because they are considered spells.

Possible answers, non-exhaustive and in no particular order:
Exiling: Shattering Blow, Cast into the Fire, Tear Asunder, Resculpt, Anguished Unmaking, Despark, Prismatic Ending, Rite of Oblivion
Countering and discard, the usual array
Draw prevention and punishment: Narset, Parter of Veils, Maralen of the Mornsong, Spirit of the Labyrinth, Orcish Bowmasters, Sheoldred, the Apocalypse
Most of these are sideboard material at best, but some are general enough to hold up in a fringe deck, or specific enough to be in most sideboards. (What an insightful comment. Some of the possible answers are bad, some are okay, and some are pretty good. Watch out, analysts, here I come.)
So I would say that if The One Ring takes over, Esper Control might wander back into the upper ranks (while using The Ring itself), Burn and Hammer just kind of ignore it and work around the turn of protection, and Raggy-Reggie-Ragey decks might slip a little bit.
I haven't faced or used The One Ring in action yet, so this is me eyeballing and speculating, but I'm leaning toward not banworthy. The One Ring is two-thirds of a control deck in a single card, with the protection and draw, but control could use a hand. And it looks like Omnath is already locking it in. Which will get banned first, The One Ring or Omnath-4? It'll fill in a few more decks, maybe become the centerpiece of its own deck with Voltaic Key turbo-draw or Escape Protocol perma-protection, but it's not going to explode Modern unless something happens in Caves of Ixalan or whatever.
And if I'm wrong, it's another card for my banlist-only deck, so there.

I would joke about "how can it be a Stax deck without Smokestack", but that's separate, and instead I'll offer up some possibly evil advice:
- Teferi's Puzzle Box or any wheel effect (like Echo of Eons) is obnoxious with Narset, Parter of Veils or Notion Thief. You could also go for Alms Collector for extra obnoxiousness.
- Raffine's Tower is a fetchable tri-land, so highly recommended. Not sure what your budget is, but other handy lands include Reflecting Pool, Field of the Dead (if you can swap out some lands for snow lands), Mana Confluence, Temple of the False God, the Fetches on-color (or even Prismatic Vista or Fabled Passage if you're basic-heavy). If you're basic heavy, maybe go for Back to Basics if you know there are lots of non-basic lands running around...
- In terms of Teferi's Protection comboing, why not Sunder?
- For removal, I highly recommend Vindicate and Anguished Unmaking. Elspeth Conquers Death is pinpoint plus reanimation, which can be handy. Cyclonic Rift is really quite pricey (surprisingly), but an excellent nuke.
- As for stealing opponents' things, I can suggest Commandeer, Desertion, Gonti, Lord of Luxury, Telemin Performance... you could also use things like Silent-Blade Oni, Ink-Eyes, Servant of Oni, and Fallen Shinobi for extra stealing fun, but given that they're Ninjas, they don't work as well without a dedicated Ninja strategy.
- Thalia, Heretic Cathar is another fun "Stax" card, as is Authority of the Consuls.
- Tutors are awesome (Demonic Tutor, Vampiric Tutor, Enlightened Tutor, Mystical Tutor, Profane Tutor, Lim-Dul's Vault...), but not sure which ones you have ready access to. I also recommend Expedition Map to help get more lands.
- For some card draw, Teferi, Time Raveler, Sphinx's Revelation, and Fact or Fiction might be worth considering.

Oi! Sen Triplets is so busted lol, great choice.
Consider more Tutors if you're looking to keep up with high-power pods more effectively, unfortunately there's really no way around it. Recruiter of the Guard could also pull a lot of weight here, considering all of the applicable pieces like Walking Ballista & Grand Abolisher.
Stuff like Paradox Haze, Mnemonic Betrayal, Praetor's Grasp, Mindslaver & Word of Command also offer value and pseudo-redundancy to this Commander, but they might be getting a little too cute with synergy too.
Card advantage pieces like Ad Nauseam, Dark Confidant, Dark Tutelage, Scroll Rack & of course Necropotence get around card draw Stax pieces like Notion Thief & Narset, Parter of Veils. You may also want to consider those two in this list! Lavinia, Azorius Renegade, Linvala, Keeper of Silence & Chalice of the Void will ruin a lot of game plans as well. If you were running Reanimator I'd also recommend Void Winnower, but this may not be the Commander for all of that...Definitely consider Silence & Angel's Grace, though! Perhaps some Rule of Law effects like Archon of Emeria as well, but it seems like you're trying to go fairly fast here so maybe not lol.
I know they're "boring", but cards like Brainstorm, Ponder, Careful Study, Tolarian Winds & Dark Ritual are just...really, really good haha.
Rhystic Study & Sensei's Divining Top are obviously absolute bangers. Same with Sea Gate, Reborn Flip & Agadeem, the Undercrypt Flip, can't recommend them enough.
Lastly, a piece that I don't see often but is definitely worth it in high-power pods: Deep Gnome Terramancer. This lil dude Ramps you so much you'll think you're playing a deck, it's actually absurd.

@FireMind42: Yeah in that case, you'll want to go for Underworld Breach or Paradoxical Outcome (or something weird with both). I'd lean more towards Paradoxical Outcome because it lends itself better to straight U/R Storm. Not to mention, it opens up Displacer Kitten + Coveted Jewel shenanigans. Then you won't have to rely on rituals so much (Desperate Ritual, Goblin Electromancer, and Seething Song are especially awkward). You can then fit more artifact mana and draw spells.
You'll still want Bolas's Citadel because you're never going to actually spend black mana to cast it and the card is just the nuts in Storm. Memory Jar is always fun with Hullbreacher and Narset, Parter of Veils, but Bolas's Citadel is like Yawgmoth's Will and Yawgmoth's Bargain in one card that can be Tinker'd for (especially with Sensei's Divining Top, Brainstorm, and Ponder). You'll still need Sphinx of the Steel Wind in your sideboard, which is another card you're never going to actually cast.
Since you don't want Monastery Mentor, you'll have to get by with Laelia, the Blade Reforged. Sometimes you'll want to Grapeshot. Sometimes you'll want to Brain Freeze. Sometimes you'll want to Empty the Warrens. Other times, you need something that can get big quick and an easy way to do that is Laelia, the Blade Reforged, Treasure Cruise, and Dig Through Time. She's mostly for Underworld Breach, but I'm not sure you'll need that with Paradoxical Outcome.
I also don't know how I forgot to mention Mind's Desire in my original post. That's the reason to play pure U/R Storm in Vintage LOL. Personal Tutor may also have a potential spot somewhere in this list. It grabs Tinker, Grapeshot, Time Walk, Mind's Desire, and draw 7s. I'd even consider it over the second copies of Past in Flames and Grapeshot.
