For ease of conversation let's name some spells and I'll run through what happens in the two options of putting the triggers on the stack. You have Arc Lightning, Barbed Lightning, and Lava Spike exiled with it.
Scenario one Eye of the Storm resolves first:
You cast Lightning Bolt.
You stack the triggers Possibility Storm on the bottom with Eye of the Storm above it.
The Eye of the Storm trigger resolves exiling Lightning Bolt and making copies of Lightning Bolt, Arc Lightning, Barbed Lightning, and Lava Spike. You can cast any number of these copies without paying their mana cost.
The copies from Eye of the Storm resolve in FILO order that you put them on the stack.
The Possibility Storm trigger resolves. There is nothing to exile, but it doesn't matter and cards are exiled and Blazing Salvo is the first instant you come to.
You get the chance to cast Blazing Salvo, triggering Eye of the Storm again if you do. The trigger waits until Possibility Storm's effect is done resolving to be put on the stack.
The cards exiled with Possibility Storm are put on the bottom of your library.
Eye of the Storm exiles Blazing Salvo and makes copies of Blazing Salvo, Lightning Bolt, Arc Lightning, Barbed Lightning, and Lava Spike. You can cast any number of these copies without paying their mana cost.
Scenario two Possibility Storm resolves first:
You cast Lightning Bolt.
You stack the triggers Eye of the Storm on the bottom with Possibility Storm above it.
The Possibility Storm trigger resolves exiling Lightning Bolt and cards from the top of your library until Blazing Salvo is revealed.
You get the chance to cast Blazing Salvo, triggering Eye of the Storm again if you do. The trigger waits until Possibility Storm's effect is done resolving to be put on the stack.
The cards exiled with Possibility Storm, including Lightning Bolt, are put on the bottom of your library.

There is a definite choice I would make, but both of them are legal in the rules of the game.

Here are some strong and flavorful options for your deck. Hostility, Inferno Titan, Bogardan Hellkite, and Blasphemous Act are just good cards. Pyromancer's Goggles, Pyromancer's Gauntlet, and Inferno however are very flavorful for your commander. The goggles actually belonged to her and Inferno is her last ability.
There also seems to be a theme with dividing damage I find it kind of fun so Pyromancer's Swath could be good with this theme though risky. You would need some way of countering its negative effect. Anyway here are some good split damage spells. Arc Lightning, Avacyn's Judgment, Impact Resonance, Violent Eruption, Barbed Lightning, Cone of Flame, Searing Blood, and Searing Blaze.
I can see a lot of good options for making cuts if you want help with that.

As I said, spells like Electrolyze and Lightning Bolt do not lock you in to [targeting creatures] or [targeting players].
Compare those spells to Barbed Lightning cast without entwine. If you cast Barbed Lightning choosing only the second mode (3 damage to target player), Spellskite's ability can't change the target to Spellskite because it doesn't allow you to choose a new mode for Barbed Lightning.
