So as per the challenge outlines: "Challenge: Make a legendary creature with at least two of the following criteria":
-Pick your two favorite colors
-pick an archetype you like
-pick an archetype you hate
-pick a creature type you like
-pick a creature type you hate
-make them a God with a regenerative ability
-Make them a human peasant with low cmc and base stats
I love Phyrexians, and I hate pillow fort strategies. i.e. Propaganda or Ghostly Prison
Strange as though it may seem, I don't believe Phyrexians will be in any main-course set for a moment or two, but maybe we can set this in a modern-style set!

Thinking of defense, Ophiomancer could work. It triggers every upkeep, so you should always have a 1/1 death touch blocker. I've found small death touchers tend to give outweighed influence when people determine attackers.
Though, it doesn't directly move your game plan forward. It's about as useful as a Propaganda or Koskun Falls.

This spell can't be countered.
Search your library for a creature or enchantment card and put it into the battlefield. Each other player may create a token that's a copy of that card.
Felt like this card should have a boost other than "can't be countered" and should be counterable, but couldn't decide what that should be.
Pillow fort decks tend to like enchantments (and maybe creatures?) and shouldn't care about opponents getting a Propaganda too.

Cards like Ever-Watching Threshold and Propaganda could help.

Sphere of Safety would provide you with a bubble. Similar effects are Propaganda and Ghostly Prison.

If there are planeswalkers or battles available to attack, they'll still have the option to attack you or any of those permanents, since they are only required to attack another player, which they can't so that restriction isn't going to be followed.
A quick note about your opponent that can't be attacked, if they have an effect that imposes a cost on attacking them (like Propaganda), they can send their goaded creatures at you even if they can pay the cost, even pay to send a non-goaded creature at that player and the goaded one at you. This is true even if the cost is (such as a Sphere of Safety that has stopped being an enchantment).
If the opponent just can't be damaged due to an effect such as The One Ring or Teferi's Protection, that isn't the same as saying they can't be attacked, so the goaded creatures must be sent at them, they just won't do very much.

Sorry if some of these are pricier than what you're looking for, here are a few cards that are probably pretty good with Marneus. Pack Rat is probably worth a look, even if you use no other rats. Ogre Slumlord is a nice budget source of tokens, since the tokens have Deathtouch you have decent odds of making more tokens if people attack you. Ophiomancer is an interesting way to draw cards, you probably want some sacrifice outlets to draw a card on each turn. Shorikai, Genesis Engine works with or without your Commander, as does Faerie Formation. I think Mirror-Sigil Sergeant is pretty cool if you have your Commander out, you can make quite a few tokens if the Sergeant survives, but each is it's own trigger, so you'll draw lots of cards I think. Jadar, Ghoulcaller of Nephalia is an unusual token generator, though it'll max out at 1 token per turn it offers a way for that token to die each turn to make space. Pitiless Plunderer is probably a shoo-in with your Commander, Plunderer + Ashnod's Altar + Marneus = Draw your deck and infinite ETB/Death triggers. Similar to Plunderer but a bit different, Revel in Riches will draw a card each time an opponent's creature dies, and if you can amass enough treasure you just win on the spot.
If you typically have lots of small tokens as your main attack force you could try Meekstone, this type of card can be annoying if you play it without a plan, but most decks care more about untapping large creatures than you do. That said, it may attract some negative attention, something to keep in mind. There are also things like Propaganda, Ghostly Prison, War Tax, and Windborn Muse to consider, there are other similar cards.
