Siren of the Silent Song triggers but opponent has no cards in hand

Siren of the Silent Song untaps triggering Inspired but the opposing player has no cards in hand. Do they still mill? Because it says "then" does it mean they must discard before milling?

Or is that prevented only if it reads "if they do" can someome help me find the relevant ruling?

A resolving effect will do as much as possible. Since your opponent has no cards in hand, they will not be able to discard, but they will still mill one.
