How does the top deck category work?

I was looking at some top decks, and they had some decks with low scores, high player ranks, low views, etc, so I was wondering how tappedout decides what makes a deck a top deck. Thank you for your answers!

Top decks are the decks that have received the most upvotes in a certain time period (7 or 10 days, I can't remember exactly). So it's only for decks that get a lot of upvotes quickly.

And then, in my experience, they continue to receive upvotes, comments, and deckcycles. It seems as soon as a deck becomes stagnant, it'll fall off. Mine is holding the #2 spot pretty strong because I'm fairly active with it.
