My friend has an Elf deck (which he had me post here) that he needs help making better and more competitive. Any feedback is appreciated. Thank you in advance.

Welcome to TappedOut! You'll get more, and better, suggestions if you can include the following information on behalf of your friend:

Is there a budget? If so, how much?
What format is this deck for/how strong are the decks it's playing against? It says Legacy, but is that just following Legacy legality, or are you playing actual meta Legacy decks?
What does it struggle with now? How would he like it to improve?

Specific questions are the key to getting good suggestions. I recommend updating the deck description with some of those answers. Otherwise, it's hard for people to know where to start.

abby315, thank you for the response. --

His budget is less than or equal to $100 for the changes. --

He plays more CASUAL format. --

He currently plays against a lot of different decks (Speed Buff, Monstrous Green, Mill, Burn, Red Speed, Infect, Unblockable Rogues, Zombies, Deathtouch Pingers, etc) that are pretty good.

--

He is still relatively new to the game (I know he'll get better with time), but I wanted to reach out here (and partially show him the great community here in the process).

Is this deck for 1 on 1 or casual kitchen-table multiplayer games?

I am also confused about the singleton deck list. This is for 60 card magic and not EDH, correct?
