I need to make this a 60 card deck.

Reusing as few of these cards as possible unless they are super good. (have to be unpredictable)

I want to make a deck that just messes up the rules of Magic as much as possible.

I think it needs some kind of mana cost reduction.

The deck doesnt have to win but obviously that is preferred.

The maybeboard cards are too expensive.
