Artifact

{2}{U}, {T}: Put target creature on the bottom of its owner's library. That creature's controller reveals cards from the top of his or her library until he or she reveals a creature card. The player puts that card into play and the rest on the bottom of his or her library in any order. Play this ability only any time you could play a sorcery.

DreadKhan here are the results:

1. I enjoyed Proteus Staff and Sphinx of the Second Sun in my testing. But I do have a mono blue extreme artifact matters deck already so strictly for the variety I'm staying on the Polymorph plan.
2. I really _really _like Shark Typhoon as an alternative to Talrand and also because it is hilariously on theme.
3. I tried the Cipher spells and I'm still undecided about them. Sometimes I want repeatable spells and sometimes they have no creature to encode and I just want card selection or card advantage.
4. You were right about Mass Diminish and Polymorphist's Jest. They are in!
5. Cultural Exchange helps round out the threat level in the deck nicely. Added!

I absolutely love the concept of this deck! Another more modern commander could be Esika, God of the Tree  ^Flip to act as a Proteus Staff in the command zone, which might work for the deck a little better.

You might like Double Major and/or Mystic Reflection, both seem on theme and Reflection can be used aggressively vs an opponent's creature. Reflections is very good with effects that make lots of tokens simultaneously, such as with Ezuri's Predation, those two can easily win the game.

Does Proteus Staff make any sense in here? You have some token makers, this would turn a token into a main deck creature for a few mana. Another random card that might fit is Tyrite Sanctum, this can make your God Commander Indestructible in one step I think.

Really out there thoughts here, but have you even considered Aesi, Tyrant of Gyre Strait/Tatyova, Benthic Druid? I think you have enough lands/land ramp to justify them, if I had 37 enchantments I'd run stuff like Verduran Enchantress I suspect. I also wonder about Ashaya, Soul of the Wild, if you have Aesi/Tatyova out, any non-token creature that ETBs will draw you a card, I think you could use it as a backup Commander in a pinch, since it turns all your non-tokens into lands.

Portent wow. Own it. Completely overlooked it. The slow cantrip is some neat tech for this list.

Artificer's Assistant you are right. I threw it in for the cheap scrying but Proteus Staff is spicy.

Cryptic Command for obvious reasons I'm avoiding counter magic but this is a powerful swiss army knife. Good eye!

Archmage Ascension seen this in a few of your lists. Your pet card. Hard to argue with instead of drawing a card Demonic Tutor it's just without a proliferate strategy to add counters it's a big requirement to meet.

Ward of Bones this is one of my pet card. Works best in planeswalker/instant/sorcery heavy strategies.

Dispersing Orb You are determined to not play with creatures haha I'm going to seriously consider this if I end up cutting Hullbreaker Horror and Tidespout Tyrant but the cantrip removal they grant is too powerful. Show and Tell fodder in absence of Blightsteel Colossus. Awesome suggestion.

I think you can very easily cut Artificer's Assistant. You might could replace Master Transmuter with Proteus Staff

I have thought of some input, but it changes your deck drastically and will cost a little bit of money. Consider adding blue, dropping green completely. Focus on making your tokens and controlling the board early. Play Proteus Staff and Emrakul, the Aeons Torn. Its a bit glass canony but if it works, youll win. Just somethin to think about. This strategy would also work with Polymorph but again, emrakul HAS to be the only creature in the deck.
