Mill is fun. Mill was one of my first loves (and still is!) for any sort of MTG deck. However, I see some options to further Traumatize your opponents:
- Fractured Sanity is fun for all opponents. Or more fun for you. Brain Freeze is another fun instant mill that I highly recommend.
- A big concern I have seeing this is that people use graveyards as much as other resources, so being prepared for that may help you out in the long run. You mention graveyard hate is meta-dependent... but, in my experience, graveyard shenanigans are everywhere. My recommendations are Grafdigger's Cage, Tale's End, Stifle, Trickbind, Time Stop, and Discontinuity as stops to things like, for example, Eldrazi graveyard triggers.
- If you want a classic monocolor strategy and if you have enough of them, it's not uncommon to replace all the basics with snow-covered basics and use Extraplanar Lens as an acceleration engine. For you, I think that may not be a bad idea.
- Other fun toys that synergize with one or more of your toys: Windfall, Memory Jar, Isochron Scepter, Forbid, Jace, Vryn's Prodigy Flip, Commandeer, Sunder, Teferi's Puzzle Box...

During play-testing, I noticed this deck is relatively slow. In most tests, I couldn't cast anything meaningful before turn five. Not sure if this is an issue in your meta, but it would be in mine.
My advice would be to:
- Reduce the average CMC of your card-base. More than half of the cards you're using is CMC4 or more. Here are some nice mill-ideas that have a relatively low CMC (and are also cheap to obtain at vendors): Fractured Sanity, Glimpse the Unthinkable, Memory Erosion, Mind Funeral, Mind Grind, Psychic Corrosion, Sphinx's Tutelage.
- Include some more mana sources. Some ideas would include Dark Ritual, Dimir Signet, Realmbreaker, the Invasion Tree, Talisman of Dominance.
- Include some more zombie cards instead of most of your current creature base so that you can increase the synergy with regard to Scarab God's primary ability.

Some thoughts:

mill decks never want to run any creatures other than Hedron Crab and Ruin Crab. All these other creatures you’re running do nothing to help you mill, and end up being anti-synergies in your deck (you’re unlikely to win through combat damage, and by having these cards you’re just ruining your chances to win by milling either).

some of your mill cards are super sub-optimal. For instance Tome Scour is the equivalent of running Shock in a burn deck - both cards too to little to get the job done and just end up leaving you empty-handed while your opponent is still alive. Same goes for Mind Funeral… it does too little for its investment. Better options include Fractured Sanity, Maddening Cacophony, and Tasha's Hideous Laughter.

You currently have no form of interaction, which means you’re just going to get stomped on… even the fastest mill decks can’t outpace typical aggro/combo decks, and need to buy themselves time. I would expect to see cards like Fatal Push, Extirpate/Surgical Extraction, Drown in the Loch, and Crypt Incursion here.

Firstly I'd take out Jace's Phantasm as your deck aims to mill not kill. I'd also add Ruin Crab over Hedron Crab if your only going to add one of the Crabs. Although most mill decks add both and play some form of lands similar to Evolving Wilds Some other good adds you should look at are Archive Trap although this one is not budget Fractured Sanity Jace, the Perfected Mind Tasha's Hideous Laughter Drown in the Loch I'd also recommend taking out a few if not all copies of consuming aberation you'll be lucky to get one down let alone multiple copies. as jdogz32 already mentioned, Brainstorm is not modern legal.

the only creatures mill ever wants to run are Ruin Crab and Hedron Crab. Stuff like Jace's Phantasm aren’t useful, because you’re not winning by damage, and its just one-less mill effect. Your other creatures are also unuseful, largely due to their excessive mana cost.

you’re running far too few lands for what you’re trying to do here. Imo you need around 23 lands here.

you’re running far too many cards as 1-ofs and 2-ofs, which is going to make your deck quite fractured and chaotic. I would suggest trying to ensure that the majority of the cards you run are run as playsets (4-ofs), to help keep your deck focused and consistent.

i think you need to seriously upgrade your mill package. Stuff like Mind Funeral, Tome Scour and Memory Erosion are all incredibly, incredibly weak, and you’ll find it very hard to mill an opponent out with these options. You want to be aiming for cards like Glimpse the Unthinkable, Tasha's Hideous Laughter, and Fractured Sanity.

Gotcha! I didn't realize Dual Strike didn't cast it again, so that makes sense. I'll take out Brain Freeze and replace it with another Fractured Sanity, cut out a few of the lands, and take a look at replacing Expressive Iteration.

The problem with Mystical Tutor is that its not even replacing itself, its replacing the next card you draw - so your effectively paying 2 cards for 1. When mill decks typically require all the resources they can get, this trade puts you in a really bad position. Mill normally runs efficient card draw to refill its hand, like Visions of Beyond.

Dual Strike copies a spell, and while the copy goes on the stack, it doesnt cast it, so you just mill 9, then 9 again (for 18 total). Even in this scenario, spending 3 cards to mill 18 is pretty low - it means each card is only contributing a mill of 6. Compare that to Fractured Sanity, which mills 14 cards by itself.
Just as an aside before I continue, the above points kindof illustrate that maybe youre not valuing hand resources as much as you should be. Every card ideally needs to be high-impact, and at the moment youre stringing together multiple cards to only get the power of one.

Fetch lands are very powerful, but they dont lower your overall land count, or effect your future draw-odds in any meaningful way. For comparison my own mill deck (which is pretty top-tier) runs 22 lands, with 8 of those being fetchlands. 25 lands feels like a painfully high amount, where youre all-too likely to draw waay more than you need.

Expressive Iteration is a very strong card, and may work im just not convinced of its application in Mill. Personally id prefer the before-mentioned Visions of Beyond, as it draws you 3 cards for half the mana.
