Witherbloom Command vs Rest in Peace

My opponent has Rest in Peace in play. Can I cast Witherbloom Command to destroy the enchantment, then mill 3? Or will the milled cards go to exile before Rest in Peace is destroyed?

Rule 608.2c: The controller of the spell or ability follows its instructions in the order written.
Assuming you chose those two modes, target player will mill 3, which will be exiled because of RIP, then you will attempt (and most likely fail) to return a land to your hand. Then RIP will be destroyed.
