Authority of the Consuls's static ability modifies how creatures enter the battlefield. Intruder Alarm has a triggered ability that triggers when a creature enters the battlefield. This means that with both in play, whenever an opponent resolves a creature spell, it will enter the battlefield tapped due to Authority, and then the Alarm's triggered ability will go on the stack, untapping all creatures when it resolves. In short, the creature - and every other creature - will end up untapped. Hope this helps!
