When does the targeting of Jon Irenicus, Shattered One happen?

Am I able to order the effects of Jadar, Ghoulcaller of Nephalia and Jon Irenicus, Shattered One in such a way as to create the 2/2 Decayed Zombie token first and then give it to an opponent with Jon Irenicus?

No, you won't be able to do it that way. If a triggered ability has targets, those targets need to be chosen when it's put onto the stack.
The triggers from both Jadar and Jon go onto the stack at the same time. Since you control them both you get to choose the order they go onto the stack, but you need to choose a target for Jon's trigger now, and the token from Jadar's trigger hasn't been created yet.
