What rules stop a Scrounging Bandar infinite combo?

If you have two (or more) Scrounging Bandar, what stops them from just giving each other counters infinitely? (Combined with cards that give additional counters) It's not an activated ability or anything, and you're still in your upkeep because you're still assigning counters. Even though it doesn't state it you can only use the effect once per turn? With 4 on the field you'd only be able to transfer once per creature?

It's a triggered ability; at the beginning of your upkeep the ability of each Scrounging Bandar you control will trigger and be put on the stack. When each of those abilities resolves you have the choice to move any number of +1/+1 counters from the Bandar whose ability is resolving onto another target creature. You can't just move counters from a Bandar at any point during your upkeep, only when the triggered ability resolves and each Bandar will only trigger once per upkeep.
