What is the CMC of creatures with an X cost?

When Mistcutter Hydra is anywhere but the battlefield, it's CMC is 1. If someone casts it, making X = 6, does its CMC become 7 or does it stay at 1?

So basically can I cast Fatal Push on it?

If a card has X in its casting cost, its CMC takes into account whatever value was chosen for X while on the stack. Anywhere/anytime else, X is considered to be 0 for calculating CMC.

So yes, you can kill Mistcutter Hydra with Fatal Push .

Note that the way your question is worded, the answer is yes for a slightly different reason - you are allowed to cast Push on any creature, regardless of CMC. It just won't destroy the creature if the CMC requirement isn't met.
