What infinity Mystic Speculation does?

At first glance I think so, but I would like to confirm if with infinite Mystic Speculation I can decide the entire order of the deck.

Correct. So long as you can scry 2 or more, you can determine deck order. By way of example, let's take a random set of numbers to demonstrate how this works.

We Scry 3. Place the 2 on top, and 4 and 6 on bottom.

• 3
• 5
• 4
• 6

Scry 3, place all three on bottom.

• 5
• 4
• 6
• 1
• 2

Scry 3, place all three on bottom.

• 1
• 2
• 3

If you want more detail about the process cdkime describes, it's called a "bubble sort". It's a little different here since you're comparing 3 things at a time instead of just 2, but it's the same basic concept.
