what happens if I use Cultural Exchange on all opponents creatures while I control Willbreaker?

so I have a Willbreaker in play and I use Cultural Exchange to swap around creatures (all owned by my opponents) who ends up controling the creatures? does willbreaker's trigger resolve followed by the exchange giving opponent A's creatures to opponent B and vise versa, or do I end up keeping them?

I should specify I mean a multiplayer game where there's 2 opponents who I'm making exchange creatures to begin with.

Cultural Exchange targets the players, not the creatures. Willbreaker's ability never triggers.
