what can Odric, Master Tactician do?

one of my friends has Odric, Master Tactician and whenever he uses it he chooses no creature can block and my second friend thinks he can't do that. can friend #1 really choose not to have any creature block?

Yes, choosing which creatures block inclues the option of choosing no blocking creatures. As phrased by Gatherer:
You can decide that a creature wont block.
Remember that cards only do what's printed on them. If you would not be able to choose freely, it would spell out additional requirements (such as "all creatures defending player controls block if able").
