Voltaic Brawler clarification.

Say you declare Voltaic Brawler as your attacker and then you pass priority to your opponent if he declares blockers are you able to pay an energy to give him +1 and trample or do you have to do it when you declare him attacking at first

No, his ability triggers when he is declared as an attacker. If you do not pay the during the resolution of the ability in the declare attacker step, you cannot pay the cost later on in the combat phase.
