Does Verge Rangers allow you to play lands during opponents turns?

no. the card does what it says, nothing more. it changes "where" you can play lands from, not "when".

You can not play lands on your opponents' turns through Verge Rangers.

To "play a land" meaning to put a land into play during your turn while the stack is empty. Verge Rangers doesn't change this. Importantly, "put a land into play" doesn't mean the same thing as "play a land". As an example, take Growth Spiral. It lets you "put a land into play". The key difference is that this doesn't count as your land for the turn while the lands that you play with Verge Rangers do.
