Treasure Cruise, Thalia, Guardian of Thraben.

Treasure cruise with Thalia out costs essentially 9U. Can the opponent exile another card from the grave to pay for Thalia's cost increase?

Yes.
First you determine the total cost of casting the spell, which is 8U due to Thalia, Guardian of Thraben and afterwards you may Delve to reduce the cost.

I should have checked Gatherer, Delve in Khans is a bit different than previous iterations. Thanks for the answer!
