Tragic Arrogance usage

Just for clarification on Tragic Arrogance, can someone explain exactly how the transaction occurs?

The way it's worded, I choose of among their permanents at least one of each category... but there is the "and" clause in there that is throwing me for a loop.

If the player doesn't control all types (for example only 3 creatures and nothing else), can the card still be played even though all parts of the "and" aren't met?

I'm just curious because I've been burned before if all parts of "and" aren't met... for example Searing Blaze can't be cast if the opponent doesn't control a creature.

When a spell or ability resolves, you do as much as possible. You can cast Tragic Arrogance because it doesn't target anything. You just do what you can when it resolves; there's no requirement that you choose one of each. If it were required, those things would be targets. That's why you can't cast Searing Blaze without a target creature and a target player.
