Temur Ascendancy and ETB effects regarding power, how do they work?

I am trying to make my own deck around Temur Ascendancy and am curious as to what the interactions between it and things with or ETB w/+1/+1 counters.

For instance; Ascendancy on field, Cast Mistcutter for , so he ETB as a 4/4. Does this trigger the Ascendancy so I get the draw?

Also, checks like Avatar of the Resolute if/when he gets counters does this also count for a card? or do I have to go with things that have Solid, on the card 4p?

Abilities which cause the creature to enter the battlefield with +1/+1 counters will count the higher P/T for the purpose of Temur Ascendency.

It depends. If a creature enters the battlefield with the counters, then it has that P/T from the moment it begins to enter the battlefield. Relevant abilities will see the creature's P/T as modified by those counters.

If, however, the creature gains the counters from an ability that triggers when the creature enters the battlefield, then it enters with its base P/T and then gains counters after an ability resolves. Other abilities will see the base P/T when the creature enters.

It's the difference between Mistcutter Hydra (which enters with counters) and something like Armament Corps (which gets/gives counters as part of a triggered ability).
