Does Teferi, Temporal Archmages final ability make it so you can planeswalker abilities on your turn And a second time on your opponents turn? Or is it still just once?

My understanding is that you can activate Planeswalker abilities once a turn, meaning that you can activate an ability on your turn, and someone else's turn.

606.3. A player may activate a loyalty ability of a permanent he or she controls any time he or she has priority and the stack is empty during a main phase of his or her turn, but only if no player has previously activated a loyalty ability of that permanent that turn.

You will be able to activate loyalty abilities of planeswalkers you control both on your turn and your opponent's turn (see emphasis above).
