Simple question, can Tamiyo, the Moon Sage +1 ability target a creature that already tapped? thanks.

Yes she can! She wouldn't be able to do that unless it said "Tap target untapped permanent", so you are fine.

It'll just add the "doesn't untap" part to the permanent. As BrownDog5117 said: It doesn't specify that the permanent be untapped for the permanent to be a legal target.

Another explanation: the ability states "tap target permanent." The only requirement of the target is that it must be a permanent. It doesn't specify tapped or untapped.
