Substitutions within a deck.

Ok, so I have this little problem. My deck is a UWR, (America, Jeskai) deck, and my mana base has a Polluted Delta, and I may add a Smoldering Marsh. So, my question is, if I have those cards, could I just say there a Flooded Strand and a Prairie Stream? I mean, they are the same card, but a different color combo! I'm mainly asking because I already drew a Delta, and I don't want to buy a Strand.

If you're playing at a sanctioned event, then absolutely not. You must have the cards that you are representing in your deck.

In your own casual play group with friends, you can do whatever it is that the group decides. If your group decides that proxies are cool, you can feel free to go nuts.

So, does that mean it's not possible at FNM, that's the only event I play.

I know there's already an accepted answer, but to answer your second question, no you cannot. That's literally cheating to say the least, and can be penalized if a judge is up and about your fnm. They are also not the same card, they have different names, grab different things, and produce different mana.
