Stolen Arc Blade

So my opponent activates Chaos Wand, revealing Arc Blade off the top of my library and casting it for free. As part of resolving Arc Blade, it is exiled with three time counters. I own the card but he controls the spell that exiles the card. On whose upkeep are time counters removed, and who casts the spell when the last one is removed? I can’t seem to find an official rule on this anywhere.

You get to remove time counters in your upkeep and you get to cast the card:

702.61b A card is “suspended” if it’s in the exile zone, has suspend, and has a time counter on it.

So, the card is suspended in this Chaos Wand case.

"If the first triggered ability of suspend is countered, no time counter is removed. The ability will trigger again during its owner's next upkeep."

The first triggered ability is the one that removes counters on upkeep. This indicates that card owner (you) removes counters.

"If the second triggered ability of suspend resolves, the card's owner must cast the spell if possible, even if that player doesn't want to."

This indicates that the card's owner casts the card.
