Steel Overseer + Springleaf drum

If I use Springleaf Drum and tap a Steel Overseer would the +1/+1 counters still be distributed since I tapped it.

No. When you activate an ability, you pay its costs. Springleaf Drum and Steel Overseer have two separate abilities. They don't simply happen when the creature becomes tapped, they happen when you tap the creature specifically to use one of them.
