steel hellkite + training grounds

i have Training Grounds and Steel Hellkite in play

Does that mean my [steel hellkite] could have +123456/+0 ?

Or am i missing something :/

No.

It is clearly written on training grounds: "This effect cannot reduce the amount of mana an ability costs to activate to less than one mana".

...well.... it could have +123456/+0

But you'd have to spend 123456 mana to do so. (instead of the normal 246912 it would normally take)
