A "[type/subtype] card" is a card with the specified type or subtype. Therefore, a Dragon card is any card that has the subtype "Dragon."
Names don't matter. Dragon's Eye Savants is a Human Wizard, so it doesn't meet the Dragon requirement for Silumgar's Scorn.
