Silent Arbiter with multiple attackers

Say Player A controls Silent Arbiter and Elturel Survivors.

Player A moves to combat, and declares Survivors as the one attacker. Myriad triggers, creating additional attackers.

For the sake of the example, lets say both players B and C are at one life. Both players want to block to stay alive, but Silent Arbiter only allows one blocker per combat.

Who gets to block?

Both can block when determining legality of blocks you ignore blocking creatures controlled by other players.

802.4b When determining whether a defending player’s blocks are legal, ignore any creatures attacking other players and any blocking creatures controlled by other players.
