siding out a commander

lets say i have a Avacyn, Angel of Hope for commander and my oppoment plays another monocolored commander deck. and my deck has Iona, Shield of Emeria.when the first round ends,can i put my iona to command zone and avacyn to deck?

Probably not. It depends on stuff.

To explain a little bit more. If you are playing in a sanctioned tournament then you cannot switch them out. If you are playing casually then you have to ask your friends/playgroup. In a more general sense if the games are related to each other (ex you can sideboard or you have a record for a tournament) then you cannot change your commander. If you're just playing a bunch of random games with random people then changing your deck probably doesn't matter.

As and aside, it's kinda a dick move.

Sideboards are one of the optional "house rule" elements of Commander, so the details of exactly how to use them are up to you and the people you play with. Note that the example sideboard rules shown on the official website (see the "House Rules" section) say that sideboard decisions are made after everyone has declared their Commanders for the current game, so it will be hard to surprise your opponents with this. Also, the example rules for league play specifically say that you keep the same deck and Commander across sessions. Discuss this issue with your playgroup and see what they think.
