Sentinel of the Eternal Watch

When Sentinel of the Eternal Watch is in play, does it's controller get to tap a creature each turn or only if the opponent declares an attack?

The combat phase consists of five steps:
Beginning of combat
Declare attackers
Declare blockers
Combat damage
End of combat

Sentinel of the Eternal Watch's ability triggers at the beginning of combat on each opponent's turn. This means it happens on each of your opponents turns and before you know whether they will attack or what they will attack with.
