Scourge of the Skylaves and Mutation

So my question relates to Scourge of the Skyclaves and how it would Interact with being mutated on top of ( e.g. Insatiable Hemophage. So Scourge of the Skyclaves ability states the following

"Kicker 4Black When you cast this spell, if it was kicked, each player loses half their life, rounded up.

"Scourge of the Skyclavess power and toughness are each equal to 20 minus the highest life total among players."

Now my question is as follows , If I mutate Insatiable Hemophage on-top of Scourge of the Skyclaves, what exactly be the power/ toughness value of the mutated creature?

Would it be 3/3 + ability modification from Scourge of the Skyclaves (i.e. a potential of 23)

or

Would Scourge of the Skyclaves ability overwrite the base power of Insatiable Hemophage (top creature card,3 /3) to be 20/20 minus Highest Life total( i.e. potential of 20 minus life)

I have developed a modern deck Mutation Deck and I just picked up Scourge of the Skyclaves I just wanted to checkout this complex interaction.

With the way mutation works, the creature only has the base P/T given on the top card of the pile. They don't get added up. In your example that means the resulting creature will have P/T each equal to 20 minus the highest life total among players.

To clarify, while the top card is used for most characteristics (Because Insatiable Hemophage is on top, it will be named Insatiable Hemophage, have a mana cost of , and be black), because it inherits abilities from the card(s) below it, any characteristic defining abilities will still overwrite those characteristics. With Scourge of the Skyclaves under it, it will still have power and toughness equal to the highest life total among players. If instead it had Changeling Outcast under it, it would still have all creature types, and if it had Wasteland Strangler under it, it would still be colorless.

Mutate takes the abilities on the bottom, and gives them to the creature on top. So the text "Power and toughness equal to 20 minus highest life total" would then transfer to the Insatiable Hemophage, overwriting its printed P/T, and setting them to 20-highest life total. Something like Ashaya, Soul of the Wild would do this too. The "P/T equal to lands" would override the printed P/T.

Also, I apologize for my own response being kind of backwards and incomplete. I got confused and didn't understand which card was on top.
