Satoru Umezawa and Chained Throatseeker

Can I use Ninjutsu to put Chained Throatseeker into play tapped and attacking even if defending player has no poison counters? Does the ninjutsu ability bypass the condition/clause?

Yes. Chained Throatseeker’s ability only prevents it from being declared as an attacker. You can even put Wall of Frost into play tapped and attacking since it gets around defender, too. Anything that is a creature can be ninjutsued in.
