Reyhan & Tayam's interaction

If I use all three +1/+1 counters from Reyhan, Last of the Abzan
to activate Tayam, Luminous Enigma's ability which will cause Reyhan to die, will Reyhan's death transfer all three +1/+1 counters to another creature or will it not because it's being consumed by Tayam's ability?

The key thing is that abilities that trigger when an object leaves the battlefield look at the last moment the object was actually on the battlefield to determine if and how they trigger. Reyhan didn't have any +1/+1 counters at the moment right before it left the battlefield, so the triggered ability doesn't do anything.
Note that Reyhan will be in the graveyard while Tayam's activated ability is resolving, so you're allowed to choose it as the permanent with CMC <=3 to return to the battlefield if you want to. Tayam's ability doesn't target, so you don't have to make that choice at the time you activate it.

Reyhan, Last of the Abzan
won't die until after Tayam's ability has been successfully activated, which requires the counters to be removed from Reyhan. Thus, no counters will be put anywhere.
