Returning vetaran player seed help

Hi everyone, I played MTG in the mid 90's and this card is a complete enigma for me: Immersturm . It says that it is legacy legal but I have no clue how it is handled. Can somebody brief me on this? Cheers!

That legality note is misleading. Planar cards are only used in the "Planechase" casual variant and aren't used for any constructed format.
