Removing X counters, when X is zero and there are no counters.

I want to kill an opponents creature with Horobi, Death's Wails ability. To do so I chose 0 for X at Retribution of the Ancients to remove 0 counters from my Goblin Piker. The Goblin has no +1/+1 counters on it.

My question: Can I even remove 0 counters from a creature with no counters on it ? And does the Goblin Piker die, when I remove counters because he also becomes a target ?

Some X effects specify 'X can't be 0' - this is not the case here. Will work as intended imho

The goblin lives, as it's not the target of the effect, just involved in paying the cost (which itself does not involve targeting)

Bonus: Consider running Cauldron Haze in you list if it's not in there already. Kills their stuff with an active Horobi, or saves yours without
