Reducing a cost by a hybrid cost

What is the functional difference in mana costs between a Reaper King I have on the field and a Patron of the Orochi I want to cast?

Can you explain what you are trying to do? Reaper King is not a snake, so that does not implicate Patron of the Orochi 's Offering ability. As such, I am not seeing a connection between the two cards you linked, and there are a lot of "functional differences" between hybrid mana and more traditional mana; mana on a permanent you are casting versus on the battlefield; etc., so I would not want to provide a bunch of information that may not be useful or relevant.

If you're just asking about converted mana cost, Reaper King is 10 (the type of hybrid symbol always counts as 2) and Patron of the Orochi is 8.

If you're asking about what happens if you offer up Reaper King to cast the Patron, it depends. If you reduce a cost by some amount of hybrid mana you choose which half of each hybrid symbol you want to use. Assuming you've found a way to make Reaper King a snake: if you sacrifice it to Patron of the Orochi 's snake offering ability then the final cost of the Patron depends on the choices you make for each symbol in the King's cost. Here's the relevant rule from the section on how to calculate cost reductions:

117.7e If a cost is reduced by an amount of mana represented by a hybrid mana symbol, the player paying that cost chooses one half of that symbol at the time the cost reduction is applied (see rule 601.2f). If a colored half is chosen, the cost is reduced by one mana of that color. If a colorless half is chosen, the cost is reduced by an amount of generic mana equal to that half's number.
