Read the Runes and draw replacement effects

I cast Read the Runes for a non-zero-amount and have Possessed Portal out do I have to do anything?
I cast Read the Runes with Thought Reflection out do I have to do anything?
Epochalyptik is correct. Remember, you can think of replacement effects as actually modifying the actions that you take as the spell resolves.
With a Possessed Portal in play, Read the Runes essentially becomes "Draw no cards. For each card drawn this way, discard a card unless you sacrifice a permanent." There are no cards "drawn this way" since you drew no cards.
With a Thought Reflection in play, Read the Runes essentially becomes "Draw two times X cards. For each card drawn this way, discard a card unless you sacrifice a permanent." Since you drew two times X cards, there were that many cards "drawn this way".

1) No. Possessed Portal replaces each draw with no draw. Because you draw no cards, the draw-dependent portion of Read the Runes 's effect will do nothing.
2) Yes. You will draw twice as many cards, and you will need to make the choice (discard or sacrifice) for each of them.
