Rakdos, Lord of Riots

Can I use Whip of Erebos on Rakdos, Lord of Riots ?

i was told I can't but whip doesnt cast them right?

You definitely can. You are not casting Rakdos, Lord of Riots . You are bringing it directly to the battlefield, so his restriction can't apply.
