would Queza, Augur of Agonies see the card draw from Decree of Pain?

No, not if she gets destroyed. You perform the actions of a resolving effect in the order they're given on the card. That means the destroyed creatures aren't on the battlefield when it's time to draw cards from Decree of Pain.
