Psychic Theft + Jhoira of the Ghitu

Psychic Theft mentions that I can play the card as it was in my hand, it probably mean just "you can cast it" but I wanted to confirm...

the question is.. can I use Psychic Theft, take something from my opponent and put in suspend using Jhoira of the Ghitu ?

is there any other card I could use so I can take what is from them and use for myself ?

Sadly, no. Jhoira's ability only affects cards that are in your hand. As the card you stole is in exile, you can't use the suspend ability on it. You can hardcast it, or send it back to your opponent's hand.

If you have Celestial Dawn, you can Psychic Theft a card and cast it, no matter what it is.

Always treat cards according to their Oracle text, which is their updated wording.

Psychic Theft's Oracle text is as follows:

Target player reveals his or her hand. You choose an instant or sorcery card from it and exile that card. You may cast that card for as long as it remains exiled. At the beginning of the next end step, if you haven't cast the card, return it to its owner's hand.

It no longer contains the "as though it were in your hand" clause. However, it would operate the same even if it did. Effects that say "as though X" don't actually change the objects to which they apply. They merely change what options you have regarding those objects. An effect that states that you may cast a card "as though it were in your hand" doesn't actually put that card into your hand; it merely allows you to cast it from its current, non-hand zone. Effects that care about cards being in your hand won't count that card because it isn't actually in your hand. You won't be able to suspend it.
