Preeminent Captain and soldiers attacking.

If i have Preeminent Captain on the battlefield and i have Dawnbringer Charioteers and a Gods Willing in hand, when i attack with the Preeminent Captain and put my Dawnbringer Charioteers on the battle field attacking can i cast my Gods Willing on the Dawnbringer Charioteers to trigger the heroic for the +1/+1 counter and have it hit for 3 instead of 2?

The ability on Preeminent Captain triggers during the declare attackers step, so it will also resolve during that step. As long as you cast Gods Willing targeting Dawnbringer Charioteers before the combat damage step begins, you'll get what you want.

Yes, exactly like you said. You'll have to cast God's Willing after declaring attackers or declaring blockers for that to happen.
