Phyrexian Devourer and Fling

i don't know exactly how the sacrifice ability on Phyrexian Devourer works.
can I make it really big and cast Fling or use Brion Stoutarm to fling it before the static sacrifice ability resolves?
the current oracle text:
When Phyrexian Devourer's power is 7 or greater, sacrifice it.
Exile the top card of your library: Put X +1/+1 counters on Phyrexian Devourer, where X is the exiled card's converted mana cost.

Devourer doesn't have a static sacrifice ability. It has a triggered ability that constantly checks the power and triggers once when its condition is met.
Once this ability triggers, it doesn't trigger again for as long as its on the stack.
All you have to do is repeatedly respond to this trigger by activating its ability over and over again as desired. Then when you're satisfied with its power, you can cast Fling or use Brion's ability in response to the trigger, dealing lots of damage to someone.
