Permanent control with Mind Control + Ghostly Flicker?

If you play Mind Control or Control Magic on a creature, then Ghostly Flicker it, the enchantment falls off, but Ghostly Flicker says return it to the battlefield under your control.

Would this grant permanent control of the creature you had enchanted(despite the enchantment being destroyed)?

Yes it does.

This is actually the central idea around some decks that were in Standard when original Innistrad was still in. People would steal a creature with Zealous Conscripts or similar and then Cloudshift it to keep it.

If a permanent changes zones, it's a new object with no memory of its past. Even though the card is owned by your opponent, it enters the battlefield under your control and it won't move back to your opponent until it's killed (goes to their graveyard) or they take it back.
