Out of time and commanders.

Edh game. There’s 10 creatures on the battlefield, including my commander. Someone plays Out of Time . Can I put my commander to the command zone (with more taxes of course)?

No.

You can only return your Commander to the command zone when it changes zones - if it goes to the graveyard, exile, library, or hand from the battlefield, for example.

With phasing, your commander never actually leaves the battlefield - auras remain attached, and when it phases back in, it doesn't suffer from summoning sickness, for example.

Because it never changes zones, there's no opportunity (currently) to move it back to your command zone.
