Can you use Nyx Weaver second ability from the grave yard?
No. Unless specified otherwise, activated abilities of cards can only be activated if they are on the battlefield. Nyx Weaver has to be in play for you to get a card out of your graveyard.

No. Unless otherwise specified, abilities of permanent cards function only while those cards are permanents (i.e. while they are on the battlefield). Nyx Weaver 's activated ability says nothing about being able to be used from the graveyard, so it can't be used from the graveyard.
