Now with the new basic Wastes, could Draco only cost 4?

Wastes do not have a Basic Land Type. They're just Basic Lands.

Meaning even though it's a basic, it would not reduce the cost.

Correct. Because Draco searches for basic land types among lands you control. The only basic land types are Plains, Island, Swamp, Mountain, and Forest, even though those are not the only basic lands. Wastes was intentionally made to not have a Basic Land Type for reasons such as Draco, as well as I think moreso Dominion. Which is why Walker of the Wastes has to be worded as such.
