Nezumi Graverobber

Nezumi Graverobber ability confuses me a little bit. Is it a two part ability or how does it work? You are targeting a card in a graveyard not a player or a graveyard? So if there is no card in that graveyard to target how can you use his ability, when exactly and how does the ability check to see if you can flip him?

Your opponent has one last card in his/her graveyard. You activate Nezumi Graverobbers ability targeting it. As the ability resolves, the first sentence of the ability moves the card to to exile pile. Then, the second part of the ability checks the size of the graveyard, which, since you literally just exiled the last card, causes Nezumi Graverobber to flip. It is poorly worded, but such is life with so little space on the card for text.
